ICT Campaign- Rural Communities

Hello colleagues, its again my ICT concern;
I would like to make an offer to all countries that dont have web portals for their governments. As ACODE Foundation we would lead in the campaign to have every Developing country have one.
Its after we publish our selves that we shall be known and on these, web portals we shall put on everything. But we need partners in this, we shall need domain name registras, Host companies, Web designers and programers, ICT and communication consultants and content editers, Volunteers, and other such people to make sure we have ICT profit the Small and medium Enterprises in our economies.
Please If we have such then we can launch the campaign and have every body in cyber space.
Secondly: I would like to help every body who has no email, If you know of any body and you cannot help him or her have a free yahoo or hotmail, gmail or mail.com account please I would offer my self to make sure these people have email accounts, then we shall move on from there.
As ACODE Foundation , we have ICT4S-schools program where we burn CDs and VCDs students which act as teaching guides. these schools have no labs for instance and when a CD in Burnt when a teacher is disecting a frog or rat, then it will be shown on TV in a small TV room they will atleast have a feel of disection other then just hearing that in Biology there is Cutting a frog for practicals.
Things like skeletons, locomotion practicals dont need to be real, we can Burn CDs and distribute TVs in schools and these will help our poor schools pass practical examinations.
Please lets continue thinking.
ICT for rural areas will be the genuine solution for bridging the digital divide.
